Høje-Taastrup town hall - workplace design

The new town hall in Høje-Taastrup Municipality has been named "Borgernes Hus" (The citizen's house). The project focuses on the citizen and aims to create added value for citizens through public access to the roof terrace and the possibility of using the meeting rooms and town council hall for private events. The design of the town hall therefore focuses on being able to support the diverse types of meetings between citizens and staff, as well as creating equal access for all.

As a municipality, Høje-Taastrup Town Hall is a complex workplace with many different functions and employee groups. The move from an older, outdated building to a significantly smaller new building with shared workplaces requires a participatory process of change. Involving both managers and employees helps to create ownership of the project, develop new use scenarios together, and create an understanding of new ways of working before moving into the town hall.

Workplace Design

Development of a design guide to establish overall considerations about identity, ensuring that the choice of furniture, colours and surfaces support what Høje-Taastrup Municipality wants to express internally and externally. The design guide was based on the building's architectural expression, including dialogue with the building architects, as well as Høje-Taastrup Municipality's existing graphic design guide.

Development of an office guide, with the establishment of usage scenarios, to ensure that the new town hall can support multiple usage patterns, and greater flexibility. The office guide provided overall guidelines for the use of the physical framework, with the possibility of creating adaptations to specific needs and to the working methods of the individual departments.

User input from the workshops was translated into concrete guidelines for identity, mood, and atmosphere in the design guide, and into the description of functionality for each type of space in the office guide.

Preparation of floor plans, visualisations, and reference images to communicate the basis for the detailed design, as well as a graphic design guide indicating the specific guidelines for the choice of design language, the character of furnishings, colours, and signage.

Preparation of the basis for the furniture tender, and assessment of offers and final choice of furniture in collaboration with Høje-Taastrup municipality.

Process Consultancy & User Involvement

Preparation of an overall process design for the entire internal process to create an unambiguous organisation, clarify roles and responsibilities, and ensure alignment of expectations in relation to involvement in the project. Close co-operation with the municipality's internal project group, to ensure progress and development of the project.

Facilitation of meetings with the management team, focusing on collaborative relationships and positioning in the town hall. Facilitation of workshops with user groups to strengthen employee involvement in the process and ensure that relevant knowledge is integrated into the project in a timely manner.

Organising reference visits for management and user groups at companies that have established working environments that can inspire the process regarding the development and use of office environments. Reference visits are carefully planned to ensure that they are value-adding, and that the objectives are clear.

Preparation of a communication plan for the process and contribution to the content and timing of internal communication.
