C.F. Møller Architects to develop the strategy for “Knutepunkt Larvik and Indre Havn”

C.F. Møller Architects, in collaboration with WSP Norway, has been selected by Larvik Municipality to develop the area development strategy for Knutepunkt Larvik and Indre Havn. The assignment was awarded following a competition with 19 proposals submitted.

The project is a key urban development initiative in Larvik, aiming to strengthen the connection between the city and the fjord and establish a future-oriented transport hub around the railway station. The work will result in an overarching, implementable strategy that sets the framework for further planning and the realisation of the area.

According to Larvik Municipality, C.F. Møller was selected because the team demonstrated a strong understanding of the project’s complexity and ambitions.
– C.F. Møller stood out because they showed a very good understanding of what we were asking for, says project manager Ole Sannes Riiser at Larvik Municipality.

The task involves developing a holistic strategic foundation for the area’s transformation, including defining street and public space structures, mobility, functional distribution and quality principles. The strategy aims to ensure that the development is both professionally and economically feasible.

For C.F. Møller Architects, the commission further strengthens the practice’s work in Norway and within strategic urban and transport-oriented development in Scandinavia.
– When we arrive here, we see an area with significant potential, but also a complex hub where many considerations must be balanced. Our role is to help connect the city and the water more closely and create a coherent framework for future development, says Therese Mælen-Ødegaard, Managing Director of C.F. Møller Architects Oslo.

The work is carried out in close collaboration with Larvik Municipality and relevant stakeholders and is scheduled for completion in 2026.
Strong experience in urban development

C.F. Møller Architects has extensive expertise in urban and landscape development and is currently working in Norway on the Mjøsfronten development, now under realisation. In Aalborg, a new district is being established at Stigsborg Havnefront, where the practice also designed the award-winning Aalborg Waterfront. In Sweden, C.F. Møller is transforming the former Pripps Brewery facilities into a new destination for sport, culture, experiences and retail within the upcoming Bällsta Hamn area. In Odense, Denmark, a former grey industrial site is being transformed into a new green urban neighbourhood.

About Larvik
Larvik is a coastal town in Vestfold County, Norway, with approximately 49,000 inhabitants, located southwest of Oslo. The city has a long maritime history and is known for its proximity to the fjord, its historic environments, and its strong transport connections. The development of Knutepunkt Larvik and Indre Havn is a key urban project aimed at strengthening connections between the city centre, the fjord, and the railway station, contributing to a more attractive and cohesive city.

More about the project
The development of Knutepunkt Larvik and Indre Havn establishes a comprehensive strategic framework for transforming a central harbour and station area, strengthening the link between the city and the fjord, and laying the foundation for future, implementable urban development.
The project includes preparing an area development strategy for the area around Larvik railway station and Indre Havn — one of the most significant urban initiatives in Larvik in recent decades. The strategy defines the overall urban concept and serves as a guiding, non-statutory framework for future planning and implementation. The work addresses a complex hub characterised by infrastructure, cultural heritage values and significant transformation potential, aiming to create a cohesive district with strong urban qualities and improved access to the waterfront.
The project is developed in close collaboration with Larvik Municipality and local stakeholders through extensive participatory processes, ensuring a realistic long-term development scenario. The result will enable a new district that combines mobility, urban life, and landscape qualities into an integrated whole.
