Enköping’s New Municipal building completed

Enköping’s new town hall has now been completed. Designed by C.F. Møller Architects in collaboration with Skanska and Vacse. The building has been constructed as a timber-hybrid structure and is BREEAM-SE Outstanding — the highest level within the Swedish certification system.

 

Located next to Enköping’s most popular park, the new town hall brings together approximately 450 employees under one roof in a modern and flexible 5,300-square-metre building. The project provides Enköping Municipality with a meeting place that is equally accessible to citizens and to those who work there every day.

Timber, steel and concrete in sustainable interaction
The building is designed as an hybrid structure where timber, steel and concrete work together according to the strengths of each material. The walls are constructed in CLT (cross-laminated timber), while columns and beams combine glulam timber and steel. The floor slabs are made of prefabricated concrete — a choice that offers advantages in terms of fire safety and acoustics while freeing up more usable floor area. From the outset, the ambition has been for timber to define the atmosphere and materiality of the spaces — not only structurally, but throughout the entire architectural experience of the building.


The decision to combine materials is driven by functional and climate-related considerations rather than aesthetics alone. The building meets Energy Class A according to Swedish National Board of Housing requirements, and rooftop solar panels reduce operational energy demand. Altogether, the town hall achieves BREEAM-SE Outstanding certification — the highest level in the Swedish certification system.


“Enköping Town Hall is a clear example of how timber as the primary building material can give a building both character and low climate impact, without compromising functionality or workplace quality. We wanted to create a place that feels equally welcoming to a citizen visiting the municipality once a year as to someone working here every day. It is in that balance that architecture can make a real difference,” says Sara Nilsson, Lead Architect at C.F. Møller Architects.

A Meeting place from entrance to rooftop
The town hall has been planned to remain active throughout the day for more people than just those working in the building. The ground floor contains public functions such as meeting rooms, a meeting lounge, ceremony room and reception. These spaces are directed towards the city and its residents.


Higher up in the building are activity-based workspaces and support functions adapted to a modern and flexible working life. At the top of the building are the dining hall, staff café and additional shared spaces with access to a large southwest-facing rooftop terrace. The terrace offers outdoor areas in both sun and shade, creating opportunities for outdoor lunches and working outside.


Two smaller light courts break up the building volume, create spatial variety and visually connect the floors vertically through the building. With its location adjacent to the park, the building becomes a natural part of the urban landscape and a new civic landmark in Enköping.

A Long-Term Collaboration
The project was realised through close collaboration between C.F. Møller Architects, Skanska and Vacse. As client, Enköping Municipality has driven the process with ambitious goals concerning sustainability, workplace quality and public service — ambitions that have shaped the building from the earliest programme phase through to completion.


“Aesthetic quality in harmonious combination with functionality and sustainability — a project that leaves you wanting more,” says Fredrik Linderbog, CEO of Vacse.


The result is a town hall that combines low climate impact with open and flexible environments for both employees and residents, while simultaneously adding a new architectural landmark to the urban fabric of Enköping.
